The Marion county commissioners meet at 4 p.m. the 2nd Tuesday of every month in what was the library of the old Middle School located at 100 Burkhalter Avenue, Buena Vista. All persons desiring to appear before the Board shall make written application to the Clerk's office no later than 12:00 noon on Wednesday preceding the meeting, giving his/her name and the subject matter to be discussed. No person will be allowed to address the Board for longer than 5 minutes. No individual will be allowed to make disparaging remarks about individual Board members. All subject matter to be addressed must be an area which the board has jurisdiction over, otherwise, the Board will not hear said.
1.1.01 RECEIPT OF PROPOSALS: Sealed Proposals on forms prepared by Harrell & Jackson Inc. hereafter referred to as the Engineer, will be received by the Marion County Board of Commissioners at 100 E Burkhalter Ave, Buena Vista, Georgia 31803 until 2:00 PM (local time) on July 30, 2015, for the construction of:
MARION COUNTY CDBG STREET DRAINAGE IMPROVEMENTS FOR
KIRKLAND STORE ROAD AND WOODY STUBBS ROAD FOR
MARION COUNTY, GEORGIA
consisting of approximately 11,700 SY of asphalt surface roadway, 5,280 LF of grading, and related items in accordance with Drawings, Specifications and other Contract Documents prepared by Harrell & Jackson Inc.
1.1.02 PROPOSALS WILL BE PUBLICLY OPENED AND READ at 2:00 PM (local time) on July 30, 2015, at the Marion County Board of Commissioners Office, Conference Room, located at 100 E Burkhalter Ave, Buena Vista, Georgia 31803.
1.1.03 OBTAINING CONTRACT DOCUMENTS: Drawings, Specifications and other Contract Documents may be reviewed at the office of the Marion County Board of Commissioners located at 100 E Burkhalter Ave, Buena Vista, Georgia and obtained upon application at the office of Harrell & Jackson Inc. located at 102 Third Street, P.O. Box 1, Leesburg, Ga. 31763 after 9:00 AM on June 30, 2015 upon the payment of a deposit of $150.00 per set, shipping charges collect. Deposit is non-refundable
1.1.04 PROPOSAL GUARANTY: A bid bond shall be required in the amount of 5% of the total bid amount.
1.1.05 BONDS REQUIRED: A Contract Performance Bond and a Materials and Payment Bond will be required of the successful bidder.
1.1.06 NO PROPOSALS WITHDRAWN: No submitted proposal may be withdrawn for a period of sixty (60) days after the closing time scheduled for the receipt of bids
1.1.07 OWNERS RIGHTS RESERVED: The Marion County Board of Commissioners, hereinafter called the Owner, reserves the right to reject any or all Proposals and to waive any formality or technicality and to award the Proposal as may be in the best interest of the Owner, or re-advertise for bids.
1.1.08 GUARANTY: The Contractor shall warrant all materials and labor for one year after the date of final acceptance by the Owner and the Engineer
1.1.09 FUNDING: The project is funded through the Community Development Block Grant. All Federal Labor Standards shall apply.
1.1.10 PRE-BID CONFERENCE: A Pre-Bid Conference will be held for this project on Thursday, July 16, 2015 at 10:30 AM, at the Marion County Board of Commissioner (100 E Burkhalter Ave, Buena Vista, Georgia 31803). The purpose of this Conference is to review the revised requirements of the CDBG program relating to Section 3 of the HUD Act of 1968.
